Series folder not created

Mono version (if Sonarr is not running on Windows): 5.18.0.240-12

Description of issue:

Sonarr can not create the folder for a new series. For the test, I tried to add the series “LOST”.
In sonarr the series is added well but the folder is not created.
It is recently, because the 2019-06-17 I add the series “Chernobyl” and the folder has been created without problem.

Unless Create Empty Series Folders is enabled a series folder will only be created when it’s needed (to import a file), which looks to be the case here.
