Please have a look at the image and you’ll see that is says "2.8 GB is larger then maximum allowed: 2.4 GB"
You also find that maximum is actually set to 2.93 GB
Hover over the (i) next to Size Limit in the Quality Definitions.
what your saying is that I need to raise the limit for 30 minutes even higher? 
Well, you’re not really raising the limit for 30min, you’re raising the limit /min. 30min/60min are just examples.
