Help with Profiles and Release Profiles

Description of issue:

Here is what I would like to happen. I would like to download 720p format and cutoff to be 1080p or Ultra-HD but with x265. Is this possible? I cant seem to figure it out because what I can see x265 must be applied to everything, even the 720p release.I really dont want to use the bandwidth to download Ultra-HD unless it is x265.
