I updated to DSM 7.1-42661 Update 2 and had the same problem. Fixed it as follows
After
sudo /volume1/@appstore/mono/bin/cert-sync /etc/ssl/certs/ca-certificates.crt
and then
sudo chmod -R a+rX /usr/share/.mono
It’s working fine again for me.
