Can i disable the cutoff completely and not upgrade any episodes if it downloads one or another ?

That’s… what cutoff does… If the file you have has met cutoff quality or higher, sonarr will not queue downloads anymore for that episode.
Maybe I’m misunderstanding your question?
If sdtv is your preferred format, drag it to the top, and set cut-off to 720p hdtv.
Order matters for cut-off not the actual quality.
ok maybe i don’t understand how cutoff is working. here is my setup.
Sonarr will try to download first if there is available a SDTV version, if not it will search for hdtv-720p. Now if it indeed downloads 720p when a SDTV version of that episode is available it will “upgrade” it to that version. Am i wrong ? Actually that scenario has happened a couple of times so i don’t want this to happen but i don’t want the other way around as well.
meaning if i change the cutoff to 720p it will re download all my episodes as they are in SDTV now.

You’re misunderstanding the cutoff its anything equal OR higher, since SDTV is above HDTV-720p setting the cutoff to HDTV-720p will stop SDTV from downloading.

anyway i change the profile again lets see what it will do
