What's the best practice when something gets tagged as blacklisted after a failure

It seems like sonarr may try to download something that isn’t fully available yet and manually trying it later it always works.

Is the setting under profiles … usenet delay the way to go? I set it to 5 minutes assuming sonarr would not try to download for 5 mins. If this is the right setting, I guess I can try increasing it

No, use Minimum Age on the Indexers settings page, 20-30 minutes works well, depending on your provider.
