Unable to send test message (Kodi)

Sonarr version (exact version): 3.0.6.1196
Mono version (if Sonarr is not running on Windows):

Description of issue: Can not set up a connection to Kodi

Additional Information: New windows installation, got indexers , downloader, etc to work. Every time I try to set up a connection to Kodi I get the error.
I have reset Kodi to default, doesn’t matter if I use 127.0.0.1, localhost or 192.168.1.132, all produce the same error. I have looked at the logs in Kodi and there is nothing there.

Did anyone get a chance to look at the log files? Is there something else I need to include?

I’m assuming that I did something incorrectly and that is why no one has responded in a week. If I did something wrong please let me know so I can fix it. If things are just that busy, I apologize for adding another post, but this problem still exists on my setup.

This means the connection with closed, wrong port, nothing listening on that port or a firewall are the likely causes.
