Pre-configured Quality Profiles

I just want to know why, by default, the Cutoff quality for all quality profiles is set to the lowest quality? If I understand it correctly, when the Cutoff quality is downloaded it won’t downloaded any of the other specified qualities for a specific profile, right?

So by default, say for the HD-All profile, if the HDTV-720p quality is downloaded it won’t look for higher quality releases?

Change it to the quality your want.

Its less greedy and less surprising that way, but as @TRaSH said, you can change it to whatever you want.
