Pass Paused state to NZBGet

As per NZBGet’s developer’s (hugbug) reply here http://nzbget.net/forum/viewtopic.php?f=3&t=1169

It would be nice to be able to pass nzb’s (particularly for “Older Priority” files) in a paused state without having to flag them a certain priority and using the script provided there.

It’d be better for drone to have a paused priority in nzbget, instead of another option, but it’s doable. Added to Trello: https://trello.com/c/0SqAgDKM/655-nzbget-add-paused
