Delaying different usenet indexers

Hi,

I have seen that a delay has been added to omgwtfnzbs rss results. https://github.com/Sonarr/Sonarr/commit/b8d9ec628d0386e533dc46b49f4cbfa2358aa4d2

I personally have never faced any propagation issues (maybe be because of my 4mbps internet connection)
For me the 30 minutes delay is quite excessive because my internet connection is quite slow and it takes like ~1 hour to download one episode.
I think it would be great if the option to delay the rss results were made user configurable. That way everyone wins.

We have added a global delay, its based off the age of the NZB (as reported by the indexer): Additional Control Over RSS Feeds

At the moment the OMG delay still stands at 30 minutes.
