Cannot get sonarr to run (cannot connect to localhost)

Sonarr version (exact version): 3.0
OS: 10.13.6

Description of issue:
I had used sonarr for years without any issues, then it suddenly stopped working. I have tried periodically to get it to work without any success. When I try to connect, I get an error message:
Safari can’t open the page localhost:8989 because Safari can’t connect to the server “localhost”. It appears that sonarr is not running.

I have uninstalled and reinstalled several times, including restarting before I download and install. Each time, I get the same error. I have also tried to navigate to the ~/.config/NzbDrone folder as suggested here https://github.com/Sonarr/Sonarr/wiki/FAQ#i-use-sonarr-on-a-mac-and-it-suddenly-stopped-working-what-happened, but I get an error that the folder cannot be found.
This really is not my wheelhouse, and any help would be greatly appreciated.

Why are you looking at the old wiki? Where’s that link from?

The error message would be linking you to the new wiki unless you’re version is very out of date.

Also v3.0 is not a full version and could be anything from the last several years
