[Bluray720p] not overwriting [WEBDL-1080p] - v.2

Shouldn’t Bluray720p overwrite WEB-DL1080p? Here is my problem. I have Boardwalk.Empire.S03E12.Margate.Sands.[WEBDL-1080p] in the folder but now I have downloaded boardwalk.empire.s03e12.720p.bluray.x264-demand. It has been sitting in the drone factory for almost 2 hours and nothing happens.

The only way I can get it to work is to delete Boardwalk.Empire.S03E12.Margate.Sands.[WEBDL-1080p].mkv - Any idea why this is not working as it used to in v.1?

It had the same behavior in v1, WEBDL-1080p is weighted higher than Bluray720p - it always has been.
